Parks and Recreation Meeting Minutes of June 28, 2010

New Business
New Members (LM)
Lauren announced that Patricia Filmore has officially been appointed by the Town Administrator as our newest member to our committee.
New Laws for Open meetings
Sheila explained new open meeting laws to the committee and staff with new guidelines.
Open Space Report (SS)
Sheila inquired about the process and procedures for updating the open space report because it will need to be renewed by April of 2012. Rita asked that Recreation bring it to a Dept Head meeting asking each department to update their information so we can get a jump start on the process.
Meeting with Officer Brennan of NRPD (LM)
Lauren informed the committee and staff the she Marty and Rita had a meeting with Officer Brennan of NRPD concerning procedures when something happens in the parks and facilities that needs to be reported and asking for support from NRPD. Officer Brennan will now be the Parks & Recreation Contact.
Procedures if an incident arise:
If the staff or committee discovers an incident the town can send a certified letter by Marty Tilton to the parents/guardian of the offender notifying them of no trespassing by the offender for a specific length of time. A copy of the letter will be sent to NRPD.
If NRPD discover an incident then they will handle appropriately and then contact Marty at the Parks & Recreation Dept.

Old Business
Pavilion (MT)
Marty informed the members that Parks & Recreation met with LUC at IRP to go over the site of the Pavilion project. All members agreed that they would like the pavilion to be constructed next to the septic system for the bathrooms on the edge of the open playing field. The measurements of the pavilion will be 30’ x 60’. The Hillview commission has agreed to carryover the $60,000 that is earmarked for the project into the new year’s budget. There was talk of concern over having charcoal barbeque grills in the pavilion because of disposing of hot coals and safety. Also it was asked if there will be water access and electrical access at the pavilion and the members said it was in the original plans.
Parks Director Updates (MT)
• Bathrooms project at IRP
The bathroom structure will be delivered on 7/12/10.
• Kid Spot
The railing at KidSpot has been installed and the basketball court is being done over. The $50,000 Budget has been completely used up.
• Neptune Structure
Marty informed the committee of the rough estimate cost of the new cords for the Neptune to be repaired and the committee as a whole feels that it is a necessity.
(MF) Mike Fitzpatrick made a motion to replace the connecting bridge and Neptune cords with the amount not to exceed $25,000 for repairs and installation.

• FEMA
FEMA met with Marty to access the damages from the rains and flooding. They did their inspection and there probably will be monies received for those damages, however, the P&R Dept will probably not see any of the monies from the town because they probably will go to the Town’s General Fund.
• BBQ Series
BBQ’s will begin on 7/11 and there will be 6 of them this year. There will not be any rain dates. Brett Kunz will not be returning. Courtney Beverage will be taking over. She will do the shopping and prep work and cooking. We are asking the committee members and staff to help out and volunteer to be at least one BBQ each for help. We are trying to keep expenses down. An email will be sent out to all members asking what dates they will be available. 7/21 BBQ is when the road race occurs and that is a busy night.
LUC Updates (RM)
• Golf Tournament
The date for this years golf tournament will be the 1st Sunday in October, October 3rd check in will be at 12pm and tee off will be at 1pm.
• Carol Smith Memorial
The Parks & Recreation has received about $4900 from donations for the Carol Smith memorial fund. The family of Carol Smith would like to see an area of the park renovated for a passive quiet meditation use. They were looking at an area over by the Gazebo in the Park for this purpose. The committee will look into the suggestion. Sergio suggested checking with conservation regarding upgrades in that area of the park.
• LUC Goals
LUC has said that they would like one of their goals to be mapping out trails in North Reading.

Other Business
Bill Smith Bridge
The Bridge leading to Bill Smiths property needs updating. The DPW engineers looked at it. There may be monies available to do so.

July 19, 2010 and August 23rd, 2010.
